Plan B using Command Prompt.
1. Turn Off the computer and when restarted the computer press F8 and select the option Safe Mode with Command Prompt Using Up and Down arrow key from the keyboard and Press enter.
2. In the box Type Net User > Net User (Username) * and press Enter

Flow the Plan B and till the second command screen and type
Type the following:
1. net user /add useraccountname mypassword
2. net localgroup administrators useraccountname /add
